Blurring faces in vegas:
First, take the scene you want to blur the faces in and copy & paste it directly above the same scene. You should have 2 identicle peices of footage on top of eachother in Vegas. Add the mosaic or blur effect to the footage on top. After that, go to the top one and hit the "event pan/crop". Edit the frame size to the size you need the blur to be, then use KEYFRAMES to make it move with the object/person/camera.

I would use that filmstrip thing in photoshop from preimiere but yeah

I know in Adobe you blur faces with key framing.
That's about all I learned in Premiere haha, Im pathetic.
