Not necessarily, considering you had a 100% CTR (Click through rate) that'd cost a potential advertiser 1000 dollars to gain those visitors. Now, lets calculate theory VS practise. Being the optimist I am, 3% of those visitors would be a rather percentage of 40,000, the CTR is more like 0.2%, but anyway. Minus the fact they are impressions, does not account for 40,000 potential visitors, no matter how you look at it.
