Price for eyebrow piercing in Canada runs anywhere from $45 - $60. There are shops that will pierce for a lot cheaper but there is a big reason for that. Inferior needles, jewelery, general cleanliness and all that.
As for pain, everyone is different. Some people would pass out from the pain, some not even know it. Best way to make sure your body will take to the new jewelery is to eat well before getting it done and during the healing stage. A healthy body will heal much faster than a sick body.
Check out different shops, and as a general rule, if you havent been in the shop before,and havent seen how it runs, ask if they have an autoclave and also ask to see it. May sound stupid but that machine can save you from a lot of problems.

dude the sad thing is the only time I have ever gotten an infections was from getting stiches from a doctor or when I clean my needles (with alcholhol) or when I clean my wounds, besides that I have not ever gotten an infection

I had it pierced and was aroudn £25 Brittish money, It was not painfull...at all
I got a tear cause I was nervous but nothing else, then after couple weeks it ripped off on my sleep. lol then it healed I repearced my eyebrown twice myself.
