If there isent an effect like that on adobe premire pro...then how could you do it on Photoshop?

like a dizzy effect??
in photoshop I would duplicate the layers a few times off center them and a blur to them

I think it's done with the camera shudder speed...

that's done from a camera, with slow shutter speed. you can't really get that effect from a program.

Yeah, but you can create that ball in premiere. Fuck with the lens flare effect.

Yes it is a car facing the camera.
Slow shutter speed on camera as previously said.
You could acheive that in Premiere. Time lapse style...
