He is a homeless guy that was paid 1k for a series of dangerous stunts that were filmed and put on a DVD in New Zealand.
Due to controversies of some of the pranks (including the one were he tries to rob a store with a plastic gun and gets beaten up by the customers), and him breaking multiple bones with the Evil Kenival homage (tried to jump 7 trash cans on a motorcycle), the creators and most of the footage was confiscated for a pending legal trial. I think that clip was released due to a news story on the situation.
