How Do I Crop 4:3 Footage To Make It 16:9?

Can anyone help me with this?

I think there was a tutorial posted a while back, but I believe it was in Vegas. Also, I'm not sure of the validity, but I think Dex said something that he exported videos with WMM into 16:9.

edit// And yes I realize nothing I just said helps, hahaha.

I use to do it with adobe, but because I havent used it for ages I wouldnt know what it was know. But I know with final cut theres a filter that sticks the widescreen bars on it.

But what I often do if film in 4:3 and stick the widescreen bars on myself. This means you can move the image up and down behind the widescreen bars and get the framing how you want it.

SO quite simply add two extra video tracks, wack on both of them black colour and crop each one to the make widescreen bars, lock those tracks and B-kark, youve got widescreen bars.

how did you do it? I can do it with magic bullet but it just puts black bars at the top and bottom which doesnt help really, thats just faking it. tried it with premiere but when I export it it still comes out the same >_<
