sounds like you got windows firewall blocking your prgoress (fucking piece of shit) disable that or open whatever ports its trying to use. what are you installing anyway?

I'm just trying to install Java to get limewire to work. And trying to sign into MSN which is also not working either. How do I access windows firewall?

A firewall is not neccessary for a home computer. The average home computer is harder to hack than your average server and besides, people can't simply guess IP's. To be honest, I've even run a few webservers with no firewalls in the past, with dozens of people on them and there's been no problem. Hackers won't waste their time trying to hack into your PC that way.
However, a firewall can be usefull to block malicious outgoing packets, but once again is not needed as if you have a decent antivirus and adware solution then you don't need a firewall period.
Anyway, cutting back to the chase. It could either be your firewall which is blocking you connection, or it could be malware which has modified your internet proxy settings, to a proxy of there's, thus having your data go through their servers (datamining).
If you can't find your firewall, then try going to "Control panel > Network Connections > Your connection > Properties > Advanced tab > Settings (protect my computer and network by limiting or...) > Off > Ok
You say you have trouble accessing Norton? Firstly, Norton is a known piece of shite. Most viruses and trojans can disable Norton quicker than you can stand up. Get decent antivirus software (good free one is AVG) if you can "afford" it, I'd reccomend Nod32. Additionally get spybot search and destroy, these are all available from download.com and will protect your PC thouroughly.

I formatted my computer so I have nothing on there, and I haven't had virus' in the past.

If I install McAfee then will that be my defualt firewall or will it allow the connection to go through but then get blcoked by Norton?

Unless disabled, Norton will continue to filter packets and ports in the shit manner its been designed to.
Get rid of Norton, and if you cant then delete the application folder and reboot.
