When I tryed using Premiere I had a problem with it being interlaced, not just that but the border was huge around it always, so If I made the actual GIF image bigger the border will always be twice the size and the quality was crap.
Hard to explain, I posted here and everyones ideas didnt work, so I gave up.
If you have Premiere then try it, otherwise its prolly not worth the download just for GIFs, I used this programme for creating my Avater, you can get it better quality than mine and do some cool stuff, ill see if I can find it.

Load clip into timeline.
File > Expor etc, in video dro pdown box chose animated gif, play with settings to fit your needs.
