So, if you want a tv-like scanline effect, read on.

First make a 2x1 image (2 pixels high, 1 pixel across).
Make a new layer and delete others, so it's transparent.
Fill in the top one pixel of the image with the pencil tool with 000000 (Black).

Now it gets tricky..

Hit Crtl+A to select it all, and go to Edit > Define Pattern.
Name the pattern scanlines or something, and hit OK.

Next, go to your image, and go to Layer Styles.

Press "Pattern Overlay", select your scanlines pattern, and then fiddle with the opacity etc till you get it looking right. An alternative method is to simply fill a layer with the pattern using the Paint tool set to pattern mode- this gets you more control.

You can also adjust the scanlines by adjusting the colors and size of the original image.

This can also easily be adapted to a grid effect, by using a 2x2 image and filling in everywhere except the top left corner.
