How do you do this effect?

Iv seen this effect where the camara is turning normal speed but everything else is moving fast...
just wondering how its done
(I have vegas 5.0, Pinnacle Studio 9, and Premiere)

there WAS one on ckf awhile ago..
The Cam shot is turning round normal speed (like a pan shot)..and the people moving etc are in like double speed..
hard to explain..

Im guessing they filmed the scene using a tripod but rotated the camera really really slowly. So when it was sped up using the editing program the camera appears to be moving at an ordinary rate whilst the people are moving a lot faster.

thats what I thought but u cant sit there for 10 mins slowly roating, I mean there must be another way..

exactly what he said, just slowly turn the camera on a tripod at a slow steady space, depending on how long you want the shot to be, just try it a bunch of times till you get the speed down
