there was something like this posted but it's for 6.5 and I have no idea how to find the shit it mentions. so can any one help me on what I need to do to highlight somthing? like a face? kinda like if you blurred, but instead it'll focus all attention on the brightened object. thx.

Em, I know in Vegas theres something called a "bump map" which I'm pretty sure is what you want.
It's basically like a spotlight, you can have like a beam/torch type thing shining from any direction or just have a simple circle, any size you want.
So yeah, bump map.
It basically darkens the video behind and around the part of the video which is not highlighted/brightened/whatever you want it too be.
I'm pretty sure I've seen something else though, which works alot better, but I've never really needed to use anything like it.
Also theres a "cookie cutter" in Vegas.
Not sure if this is any help in Premiere but basically you can cut out any part of the video with any shape, form, you can blend it a little and stuff, theres alot you can do but you can basically make it so it shows the part you need, but it cuts away the background of it, which I think you can replace with anything, so maybe if you take a screen cap of where your gonna do the highlight thing, put the background behind it and should work, if your gonna like pause the part of the video where you use the effect, that is. :S
But yeah, I'm really not sure how much help this is for you in Premiere, haha.

take the video u want to highlight a part and put it in video track one. use the titler to make the shape u want, put it in video track two, (animate the shape if u want by keyframing it, if its not animated u can skip the sequence part.), make a new sequence, bring the title shape into the new sequence, put the sequence above video track one, make the sequence a track matte for video 3, (you have to click the eyeball on the sequence track and make it invisible) and make video 3 the same video but add brightness/contrast.
