Does anyone know any high quality MPEG output but small in size, for DVD Architecht....

Definately VCD Quality then.
It should be a preset on Vegas....
For anything else it's better to use your own custom settings, but theres no point going into what settings too use as VCD is good quality and small file size, the best for what you want, in Mpeg.
Edit; If there isn't a preset setting for VCD, use this:
Video Size - 352x240
Video Bit Rate - 1150kbps
Audio Rate - 224kbps
