This was a prank, pulled to demonstrate the gullibility and "sheep instinct" of people. One guy claimed he saw a leprechaun, and kept pointing to the tree and saying it was there. Sure enough, it wasn't long before someone else claimed they had seen it, and then the whole neighbourhood was talking about it.
The report was criticized for being implicitly racist, and saying that all black people are stupid and gullible. Funny nonetheless.
