Its a script which counts the posts each member makes at the beggining of the competition, then when its over resets them.
It randomly picks the member, each post is counted as a "ticket" but because wilbur posted so much he got loads of tickets, hence got a better chance of winning.
This months raffle has already started, so now everyone has the opportunity to get loads of tickets to win next months, which is a random draw also and so on and so forth.
