I can't figure out how to use effects. I have right clicked and went to Video Event FX, put an effect on, but it doesn't show up.

I'm not quite sure what you mean, but I reckon the easiest way is too just scroll through the effects by clicking the "Video FX" tab at the bottom of Vegas.
From there you can see how each effect works, then, just drag the effect over the clip you want the effect on, then a window should automatically come up (like the one in your pic) so you can alter the settings.
If you need to make changes to it again, right click on the clip and choose "Video Event FX" it will re-open the window.

That's what I did, but it's not working.

Maybe you'll have to reinstall, something isn't right.
