ok, hieght is determined by plater size and vegitation time. you should have a short light scheduel (12 hour max) if you grow a plant to be small, it's necessary to force it into eaarly flowering. so if you move it outside after this stage with the intent to make it grow larger, you would have to revert it back to vegetation state which will stall growth some more. the easiest way IMO to grow a dwarf plant is to do it from clone. you cut the clone, plant it, and as soon as it roots you send the plant into flower. that way there is no veg and you are prenting the dreaded "stretch". this is how the plant in this picture was done.
